When writing, label the status of each change separately rather than only writing "new rules are coming" in the heading. Operational checklists should also distinguish what must be done now, what needs preparing for the future, and what still needs tracking. A consultation document may indicate the policy direction, but it cannot serve as proof that a business has obtained permission or that a restriction has been fully implemented.
